Sharing Copilot Agents


Introduction

Copilot agents are AI-powered tools designed to automate tasks and enhance productivity within Microsoft environments. This article explains the process for sharing Copilot agents with others, focusing on how environments and licensing impact access and usage. Key limitations include the need for dedicated environments, specific billing models, and licensing requirements for both creators and users who wish to interact with shared agents.

To create an agent that can be shared, you must have the M365 Copilot license, which provides access to Copilot Studio. You can create limited agents without this license, but they cannot be shared.

To share a Copilot agent with others, begin by ensuring the agent is deployed within a dedicated Power Platform environment. We recommend naming the environment based on the department or specific initiative associated with the agents.  A CCS Services Consultation should be requested to assist with environment design and setup. You cannot share agents developed within the Personal Productivity environment.

Once the environment is set up and the necessary Copilot credits or billing model is in place, you can grant access to other developers by assigning them appropriate roles within the environment, such as maker or agent creator. These users must also hold a Copilot-eligible license to create or modify agents.

For users who only need to interact with (run) the shared agent, the environment must support one of the supported billing models, such as Pay-As-You-Go (PAYG) with an Azure subscription or a pre-purchased Copilot Credits plan. After ensuring the environment and licensing requirements are satisfied, you can share the agent by adding users or groups to the agent’s access list or sharing the agent link, based on the sharing options available in Copilot Studio or the Power Platform. This enables broader collaboration and use of the agent while maintaining appropriate controls and compliance.
