This article describes why you might not be able to add a vt.edu email to your Exchange Online's Safe Sender's list.
Explanation
Internal emails (vt.edu addresses) cannot be added to a Virginia Tech user's Safe Senders list in Exchange Online. These users are also present in Microsoft's Global Address List (GAL) and are already considered a safe sender.
